The NIHR has funded a new Research Support Service Public Health Specialist Centre (PHSC) comprising of two Hubs hosted by the Universities of Newcastle and Southampton. The Hubs will provide research design support for anyone interested in undertaking public health research outside the NHS.  The PHSC Newcastle Hub will have three satellites across England: one in the North (Yorkshire and Humber (Y&H)) and two others (Midlands and South of England). Satellites will help develop research capacity and support local authorities in accessing research funding. Bradford Institute for Health Research, part of Bradford Teaching Hospitals NHS Foundation Trust, will host the satellite centre for Yorkshire & Humber (Y&H).

The PHSC will form part of a new NIHR Research Support Service (RSS) which is replacing the previous NIHR Research Design Service (RDS). The PHSC will:

  1. Build capacity in public health research so that diverse communities of practitioners and researchers can design, access research funding for, and deliver research around the wider determinants of health.
  2. Work together with partners across the wider NIHR, policy and practice including local authorities, Association of Directors of Public Health (ADPH), Local Government Association (LGA), Academia, Office for Health Improvement and Disparities (OHID), UK Health Security Agency (UKHSA), VCSEs and members of the public.
  3. Develop and share best practice and resources for the design and delivery of public health research outside the NHS and the governance needed to support it.

Both PHSC Hubs will also support the scoping and development of mechanisms for ethics approval, research governance, intellectual property management, collaboration and Data Sharing Agreements, secure data management, and guidance on research passports and honorary contracts. A national Public Health Research Registry to capture, share and report on current public health research and support public engagement and co-production will also be created.
